24. Key Regulations Packaging Material Manufacturers Should Know

Key Points for Regulatory Compliance

For polybag manufacturers, especially those producing clean polybags for export, compliance with international environmental regulations is critical.

Customers in the semiconductor industry must comply with directives such as RoHS and restrictions on PFOS.


Important Regulations and How to Comply

(1) RoHS Directive
The RoHS (Restriction of Hazardous Substances) Directive limits the use of harmful substances (lead, mercury, cadmium, hexavalent chromium, PBB, PBDE) in electronic equipment.
Packaging materials are also subject to this regulation, requiring a total heavy metal content of less than 100 ppm.
Compliance verification requires testing such as ICP-AES or X-ray fluorescence (XRF), which incurs additional costs.

(2) PFOS / PFAS Regulations
PFOS (perfluorooctanesulfonic acid), used in water-repellent agents, is restricted in the EU due to environmental persistence.
Even trace amounts are not permitted, so confirming non-use is essential.
 Regulatory control of PFAS (per- and polyfluoroalkyl substances) is also tightening globally, and ongoing monitoring is necessary.

(3) SDS System 
The SDS (Safety Data Sheet) system requires suppliers to provide information on properties and handling when transferring chemical substances or products containing them.
There are no industry or size restrictions for obligated businesses.
Currently, 649 substances are subject to SDS requirements.
SDS content is standardized under JIS and ISO.

(4) PRTR System
The PRTR (Pollutant Release and Transfer Register) system requires businesses to track, report, and disclose environmental emissions and transfers of specific hazardous chemicals.
It applies to establishments with 21 or more employees in 23 specified industries, handling 1 ton or more annually.
Currently, there are 462 first-class designated chemicals under PRTR.


Compliance and Assurance Points for Our Products

Our clean polybags do not use or contain any first-class or second-class designated chemicals, RoHS substances, PFOS, or TSE (animal-derived materials).

 Customers can use our products with confidence regarding regulatory compliance.


Future Considerations

It is not enough to simply comply with domestic and international regulations; objective proof of compliance is also essential.
Testing incurs costs, but staying up to date with regulatory changes and implementing appropriate measures is crucial.
